在我国,“适度普惠型”福利目标的确立实际上明确了政府在社会福利责任上的义务性和有限性。一方面,政府保护公民的社会权利不再是出于道义的“恩惠”而是政府的责无旁贷的责任;另一方面,政府在履行社会福利职能时必须以不影响经济社会整体发展为原则,超越财政的“高福利”和忽视社会保障的“低福利”都不利于社会健康持续发展。文章认为,就民政事业经费支出来看,我国政府对社会福利财政投入规模总体偏小,与“适度普惠型”福利目标的责任要求存在一定距离,而且现有的福利责任运行体制也严重制约了“适度普惠型”福利目标实现。
In our country, the establishment of the “moderately-favored-type” welfare goals actually defines the obligations and limitations of the government on the social welfare responsibilities. On the one hand, the government’s protection of citizens’ social rights is no longer ethical “bounty ” but the responsibility of the government; on the other hand, the government must perform its social welfare functions without affecting the overall economic and social development as a principle , “High welfare” that goes beyond finance and “low welfare” that ignore social security are not conducive to the healthy and sustainable development of society. The article holds that for the expenditures of civil affairs, the scale of government investment in social welfare in our country is generally small, and there is a certain distance from the responsibility requirement of “moderately-favored-type” welfare goals. Moreover, the current welfare liability operating system Seriously constrained “moderate Pratt & Whitney ” welfare goals.
