军队疗养院实施综合目标责任制管理的思考与实践

综合目标责任制管理是一种比较全面、比较科学、操作性较强的责任制管理办法,在军队医院已开展多年,并取得了明显成效。但军队疗养院相对滞后,开展的单位还不多,我院自1998年始,本着向管理要效益、以质量求生存的目的,在总结和完善以往管理办法的基础上,全面实施了综合目标责任制管理办法,依靠加强科学管理,挖掘自身潜力,增收节支,提高质量,保障“中心”,取得了良好的效果。 1 基本做法 1.1 领导重视,组织健全,思想先行。院党委对综合目标责任制管理工作非常重视,专门成立了院综合目标责任制管理领导小组,由业务副院长任组长,多次开会研究,制定实施方案,并利用全院大会、院早会等多种形式,进行了广泛深入的思想 The comprehensive target responsibility system management is a relatively comprehensive, comparatively scientific and highly operational system of accountability management that has been carried out in military hospitals for many years and has achieved remarkable results.
