此单元的演讲嘉宾为财政部企业司副司长宋康乐,科技部政策体改司综合与政策处处长苏靖,中评协副会长、秘书长刘萍,上海汽车集团股份有限公司副总裁汪大总。几位嘉宾分别从政策层面、行业管理层面、企业管理层面发表了精彩的演讲,为发挥资产评估作用,促进企业自主创新,提出了创新思路。苏靖处长在题为“促进企业自主创新的政策导向”的演讲中,从政府层面指出,有力的政策支撑对增强企业自主创新能力的重要性和迫切性,并介绍了当前国家在科技投入、税收、金融、政府采购、知识产权等方面的政策,包括配套政策的进展情况及相关政策中存在的问题。最后他还强调,一定要加强政策执行情况的跟踪评估和监督工作,切实使各项政策落到实处,使创新各个方面的主体能够感受到政策的激励和促进作用。汪大总副总裁在“加快自主创新、加强知识产权保护,提高企业的核心竞争能力”的主题演讲中,从企业层面指出,创新是企业的生命,只有具有核心竞争力的创新型企业,才能及时推出顺应满足顾客需求的产品,实现企业的可持续发展。在介绍了目前上海汽车集团股份有限公司自主创新和自主品牌研发、新能源策略与实践、国际经营等情况的基础上,指出了加强企业知识产权保护、实施知识产权战略是现代企业赢得国际竞争的战略选择。上海汽车集团股份有限公司在国际交往与合作中,就坚持不完全依赖外方、不排斥外方参与、不违反知识产权、充分利用世界资源四项总体原则。
