清查反腐工作启动雍正元年(1723年)正月十四日,雍正发布上谕,钦定成立会考府,并同时宣布今后所有的钱粮奏销事务,都由会考府负责清理收入和支出情况,此事交由怡亲王胤祥、吏部尚书隆科多、大学士白潢、都察院左都御史朱轼协同主持。会考府甫一建立,雍正就对怡亲王胤祥说道:“尔若不能清查,朕必另遣大臣;若大臣再不能清查,朕必亲自查出。”于是,清查反腐工作正式启动。
