跨越长三角两省一市的区域公共服务体系的建立和运作过程,是长三角地区经济一体化的主体内容之一。本文以地方政府供给公共服务时所产生的区际外部性为着眼点,通过建立一个简单的博弈模型,分析认为区域公共服务非一体化的形成机理在于地方政府竞争行为产生并忽视了的区际外部性;进而以港口设施为例,揭示了长三角区域公共服务非一体化的现实困境;最后根据外部性内部化的思路来设计一体化治理的政策。
The establishment and operation process of the regional public service system across two provinces and one city in the Yangtze River Delta is one of the main contents of the economic integration in the Yangtze River Delta. In this paper, we focus on the inter-regional externalities arising from the local government’s supply of public services. Through the establishment of a simple game model, this paper analyzes the formation mechanism of non-integrated public services in the region based on the regional differences Then taking the port facilities as an example, the paper reveals the real predicament of the non-integration of public services in the Yangtze River Delta region. Finally, it designs the policy of integrated governance according to the internalization of externalities.
