起用一代新人“文革”结束后,平反的老干部复归岗位,干部队伍老化,知识结构陈旧。干部制度改革,成为当务之急。1982年3月,中组部青年干部局应陈云的提议成立,经他提名,原电力工业部副部长李锐出任局长。李锐上任后的第一个任务,即参加十二大人事小组。十一届中央委员、候补中央委员共336人,普遍文化较低,大学文化程度的只有53人。十二大强调,中央委员必须按干部“四化”(即革命化、年轻化、知识化、专业化)标准,补充进知识化和专业化相结合的中青年新委员。
