上世纪90年代以来,我国高速公路建设进入快速发展时期,截止到2003年底,通车里程已达到近3万公里,居世界第二位。河北省自1998年开始修建第一条高速公路——京津塘高速公路以来,截止2003年底,全省高速公路通车里程已达1675公里。但是如何管理好这些高速公路,使其最大程度地发挥安全、舒适、快捷的性能,就需要高速公路管理部门积极探索新思路,制定出与高速公路发展相适应并符合市场规律的经营管理机制。京津塘高速公路的修建是我国采用世行贷款修建的第一条高速公路,也是首次采用FIDIC条款的招投标程序及管理模式修建的高速公路,其最大的特点就是通过合同条款合理平衡有关各方之间的要求和利益,尤其是能公平地在合同
Since the 90s of last century, the expressway construction of our country has entered a period of rapid development.
