今年1月,国务院发布了《失业保险条例》,9月,省政府印发了《山东省人民政府关于实施〈失业保险条例〉有关问题的通知》。省直机关、事业单位如何实行失业保险制度?本刊记者就此问题访问了省劳动和社会保障厅厅长李戈。记者:李厅长,请您谈谈为什么要在省直机关、事业单位实行失业保险制度。李戈:全面实施失业保险制度,是党中央、国务院和省委、省政府作出的重要决策。我省从八十年代中期开始实行企业职工失业保险制度,截止到1998年底,已有近600万名职工参加了失业保险。社会保险机构向50多万失业人员和170多万困难企业职工提供生活救济金近7亿元,帮助42万名失业人员实现了再就业。实行企业职工失业保险制度,对促进国有企业改革和发展发挥了重要作用。目前,我省机构改革即将展开,失业保险制度将为精简人员提供可靠的基本生活保障。这项工作有利于机构改革的顺

The social insurance agencies provided nearly 700 million yuan of living allowance to more than 500,000 unemployed people and 1.7 million employees in difficult industries, helping 420,000 unemployed people to get reemployed. The implementation of the unemployment insurance system for employees has played an important role in promoting the reform and development of state-owned enterprises.
