铁路行业作为中国仅有的政企合一的行业系统,既面临着发展契机,也存在着行业改革的困境。引进竞争、打破垄断、提升社会福利是铁路行业改革的必然趋势,实行政企分开、产权多元化是铁路行业改革的关键。
As the only industry system in China where the government and the government are integrated, the railway industry faces both the development opportunity and the plight of industrial reform. The introduction of competition, breaking the monopoly and promoting social welfare are the inevitable trends in the reform of the railway industry. The separation of government from enterprise and the diversification of ownership are the keys to the reform of the railway industry.
