刚刚结束的中央经济工作会议引爆了一个新议题:政府是否应当像过去一样,继续保留年度经济增长目标?如果保留的话,目标应该定多少,7%还是7.5%?公说公有理。国际惯例是只预测不计划,市场经济国家皆如此。反对者的理由不容辩驳。政府事先规定增长目标是计划经济的通行做法,而且必然会实现,因为政府理论上可以牺牲其他东西来保证GDP目标的实现(实在不行还有统计局嘛)。但经济本身存在周期性波动,内外环境也存在不可预测的变化,政府动辄
The just-concluded meeting of the Central Economic Work detonated a new issue: Should the government continue to preserve its annual economic growth goal as in the past? If so, should the target be set at 7% or 7.5%? International practice is to predict only unplanned countries in the market economy are so. The reasons for the opponents can not be refuted. The government’s pre-set growth target is a common practice in the planned economy and will surely be realized because the government theoretically can sacrifice other things to ensure the realization of the GDP target (there is no statistical agency at all). However, the economy itself is subject to cyclical fluctuations and there are unpredictable changes in the internal and external environment.
