Caltech and the Massachusetts Institute of Technology have traditionally prided themselves on being unconventional and looking different from each other (sometimes the style can be viewed as competition), but in recent months they have broken the practice of working hand in hand toward the United States The Science Foundation has proposed a joint application to build a new generation of gravitational wave detectors that are most promising for success. Time seems abundant, but not for those involved in the work. They hope to complete the funding requirements for this application by June next year in order to catch up with the United States' budgeting cycle and at the same time, they hope that the detailed specifications of the equipment will be worked out by September. If the budget deficit of President Bush, the United States Congress and the federal government allows, then in the budget of FY 1991 (beginning October 1, 1990), $ 150 million will be set aside to build two detectors, each installed at The United States both ends
