重视培养学生的“核心素养”已是世界教育发展的大趋势。美国2002年制订了《“21世纪素养”框架》,2007年又做了更新完善,其中“素养”涵盖了求知、思维、交流、合作、信息、媒体、科技、灵活、适应、主动、组织领导、责任等方面。2006年12月欧盟通过了关于核心素养的建议案,其中“核心素养”包括母语、外语、数学与科学技术素养、信息素养、学习能力、公民与社会素养、创业精神、艺术素养八个领域。2010年3月新加坡教育部颁布了学生“21世纪素养”框架。2013年2月联合国教科文组织发布报告《走向终身学习——每位儿童应该学什么》,指出在基础教育阶段应重视身体健康、社会情绪、文化艺术、文字沟通、学习方法与认
It is the general trend of world education to pay attention to cultivating students “core literacy ”. In 2002, the United States formulated the “Framework for Literacy in the 21st Century” and updated and improved in 2007, of which “literacy” covers the following areas: knowledge, thinking, communication, cooperation, information, media, science and technology, flexibility, Initiative, organization and leadership, responsibility and so on.
