党的十六届四中全会提出:“加强社会建设和管理,推进社会管理体制创新”。党的十七大提出:“健全党委领导、政府负责、社会协同、公众参与的社会管理格局”。今年人代会上,“社会管理创新”首次以重要篇幅进入《政府工作报告》。 The Fourth Plenary Session of the 16th CPC Central Committee proposed: “Strengthen social construction and management and promote innovation in social management system.” The 17th CPC National Congress proposed: “To improve the social management pattern of leadership by the Party committees, government responsibility, social coordination and public participation.” This year’s people’s congress, “social management innovation” for the first time in an important part of “government work report.”
