晚清时期,由于国势日趋衰弱,统治者腐败无能,海关洋员利用清朝官员对外交的无知,挤进清政府的外交领域,从而在中外不平等条约的签订过程中扮演了相当不光彩的角色。海关洋员是近代中外关系史上的一个特殊群体,他们在近代中外交往中具有特定的目的,并具有特殊的社会功能和文化特征。
