第三产业的发展状况,是现代化经济的重要特征。90年代是我国社会主义现代化建设进程中的关键时期,国民经济和社会发展将提高到一个新的水平。加快发展第三产业,对于建立社会主义市场经济体制、优化经济结构、促使经济再上新台阶,具有重大的战略意义。世界大多数国家经济发展历程表明,当经济发展到一定水平时,第三产业的发展速度会大大加快,甚至超过第二产业。我国社会经济经过40多年的建设,特别是改革开放以来的迅猛发展,已经具有了相当的规模和水平,正在向现代化建设的第二步战略目标奋进。但从总体上看,我国第三产业仍然十分落后,影响了国民经济的协调发展和社会再生产的顺畅运行。如何在90年代加快第三产业的发展,已成为社会各界关注的焦点之一。为此,本刊特邀请一批国内专家、学者,就加快发展我国第三产业发展问题各抒已见,以期促进我国第三产业的进一步发展。
The development of the tertiary industry is an important feature of the modern economy. The 1990s are a crucial period in the process of socialist modernization in our country and the national economy and social development will be raised to a new level. To speed up the development of the tertiary industry is of great strategic significance for establishing a socialist market economic system, optimizing the economic structure and pushing the economy to a new level. The process of economic development in most countries in the world shows that when the economy reaches a certain level, the pace of development of the tertiary industry will greatly accelerate, even surpassing the secondary industry. After more than 40 years of construction of the social economy in our country, especially since the reform and opening up, the country has enjoyed a considerable scale and level and is now making progress toward the second-phase strategic goal of modernization. However, on the whole, the tertiary industry in our country is still very backward, affecting the coordinated development of the national economy and the smooth operation of social reproduction. How to speed up the development of the tertiary industry in the 1990s has become one of the focuses of all walks of life. To this end, we have invited a group of domestic experts and scholars to express their views on accelerating the development of the tertiary industry in our country so as to promote the further development of our tertiary industry.
