设备是企业生产和发展的重要物质技术基础。加强设备管理,不断提高企业装备素质,是企业经营管理的一项重要任务。作为港口企业,如何在深化企业内部改革中,尽快建立起设备管理的新机制,使设备在生产经营活动中产生更大综合效益,这也是当前亟待解决的一个重要问题。 港口企业设备管理体制现状 就技术管理体制而言,目前港口企业基本上仍按照1980年交通部颁发的《港口装卸机械技术管理制度》(以下简称“制度”)。将设备技术管理体制分为三级(局、作业区、机械队)管理或二级(局、机械队)管理。随着企业内部改革的深化,这种管理体制目前已逐渐暴露出下列问题: ①一些港口企业实行了逐级承包经营形式,这对设备管理来说就出现了一个管辖权的划分问题,作为原体制的三级或二级,其职责该如何划分? ②随着企业经营机制的转换,那些以往通过经济责任制而制订的考核内容,尤其是对那些诸如设备完好率等不反映设备在企业生产活动中的作用的考核指标和考核办法,就需作相应的改进。 ③如何实施总工程师技术负责制,技术副局长、总工程师、机电处长三者在技术业务上的相互关系以及在职责分工上如何实施对下一级的领导,这在《制度》上不甚明确,因此也就往往造成有些港口企业在“总工程师技术负责制”上较难落实。 ④
