近年来,用户对航天产品质量要求不断提高,仅依靠设计人员制定技术流程难免会因忽视精细化质量管理要求而导致质量控制点缺失或风险控制不到位,因此亟需制定通用的技术流程加以规范。此外,随着航天型号的快速增多、研制进度不断压缩,采用传统的计划管理软件和“人盯人”方式难以满足多项目技术流程监控的要求,也暴露出计划流程与技术流程脱节的问题。
