我国应对低碳贸易壁垒的政策研究

日本和欧美等先进发达工业化国家即将陆续出台的计算碳足迹、征收碳关税等相关政策,将对我国的进出口贸易产生正副两方面的巨大影响,进而影响到我国经济的整体发展。先进发达国家设置的这些低碳贸易壁垒打着保护环境、发展低碳经济的旗号,占据了道德的制高点和产业链的上游位置,但改变不了其保护本国企业、削弱竞争对手的竞争力,实行贸易保护主义的实质。应对低碳贸易壁垒,文章提出了从我国的立法层面上,在财政金融政策、产业政策上形成绿色政策法规体系;在国际上大力推行低碳环境外交;在学术层面推行和开展低碳经济学、环境科学的研究和探索;在全社会形成中国企业必须有肩负社会责任的使命感的风尚。 The advanced developed industrialized countries such as Japan, Europe and the United States are about to gradually issue relevant policies such as calculating carbon footprint and levying carbon tariffs, which will have a positive and negative impact on China’s import and export trade, and thus affect the overall development of China’s economy. To deal with low-carbon trade barriers, the article proposes to form a green policy and regulation system on fiscal and financial policies and industrial policies from the perspective of China’s legislation; to promote low-carbon environmental diplomacy internationally; to promote and carry out low-carbon economics at the academic level.
