国务院各部委、各直属机构,各省、自治区、直辖市、计划单列市财政厅(局),新疆生产建设兵团财政局,有关银行:为贯彻国务院关于行政审批制度改革的精神,进一步规范外国政府贷款转贷管理的程序,鼓励国家政策性银行、国有独资商业银行、其他商业银行和金融机构参与外国政府贷款转贷工作,财政部决定对《关于印发〈关于外国政府贷款转贷管理的暂行规定〉的通知》(财债字[1999]230号)第二条关于转贷银行资格的规定进行调整,取消外国政府贷款项目转贷银行资格的审批,现将有关问题通知如下:
