从《道德经》的视角认识应急管理工作

“无为”、“无为而无不为”是老子在《道德经》中所描述的理想状态,大家都很熟悉。其实,应急管理的理想状态与之很相似,也很通俗易懂,那就是“无急可应、有急能应”。《道德经》第十八章这么说:“大道废,有仁义;智慧出,有大伪。”说的是我们在考察一个新现象或者新事物的时候,可以从他对立的一面考察。这也是唯物辩证法的矛盾思想。我们国家应急管理概念的提出,大背景是2003年的“非典”事件。之后,党和政府要求建立突发公共卫 “Inaction ”, “All for nothing ” is the ideal state I describe in the “moral”, we are all familiar with.
