文中例举了石油库5例不同原因而造成油品溢流。油罐爆炸引起的火灾事故,指出在管理上还存在很多不安全因素,一旦发生事故就无力控制而致使扩大,会造成经济损失和人身伤亡。因此,必须加强设计及操作管理两方面的工作。 设计工作必须按《石油库设计规范》有关规定执行,原有罐区的设施、罐区与邻近建筑物的防火间距等,凡不符合规范的要求,都应采取补救措施,防患未然。操作管理方面,必须加强对操作人员的技术培训,不合格者不准上班顶岗;其次必须按操作规程进行操作;消防设备不完善的应及时增设,消防人员应经常操作演习,消防设备要定期维护、试运。其目的是确保油库的安全。
In this paper, five examples of oil depots caused oil spills due to different reasons. It pointed out that there are still many unsafe factors in management. Once an accident occurs, it becomes incapacitated to control it, causing it to expand, resulting in economic loss and personal injury. Therefore, we must strengthen the design and operation management of both work. The design work must be carried out in accordance with the relevant provisions of the Code for Design of Oil Depot. Where the facilities of the original tank farm and the fire prevention distance between the tank building and the adjacent buildings are not complied with the requirements of the code, remedial measures should be taken to prevent them from happening.
