改革开放以来,我国的财政教育资金虽在投入总量上有了大幅度的增长,然而其在投入结构与比例上存在的问题也不少。实践中要解决教育资源总量的短缺,首先就要从量上加大投入。尽管经济转轨过程中,各领域、各产业、各部门的发展需求都很强烈,需要国家支持投入的资金很多,有很多理由来加速这些行业和部门的发展,但是,不管是从战略高度来考虑,还是参照国外发达和不发达国家对教育的支持程度,国家在转轨期怎么加大对教育的投入都不过分。其次,要加大对基础教育投资的倾斜力度。最后,在转型期,要实现教育资源配置的优化,政府应该担当起“有为”和“无为”双重角色。
