近年来,由于极端气候变化影响和城市过度扩张,长江流域频繁发生的洪水灾害严重威胁到沿江人民的生命和财产安全,成为制约流域社会经济可持续发展的重要因素。通过探讨气候变化与城市洪涝灾害的形成因素,阐明城市化与城市洪涝灾害的密切关系。在研究河流、湖泊、湿地、绿地的布局和防洪功能的基础上,提出城市生态防洪的理念,研究对于协调城市的人水关系,解决城市特有的洪涝问题,推动流域可持续发展具有重要意义。
In recent years, frequent floods in the Yangtze River Basin have posed serious threats to the lives and property of people along the Yangtze River due to the impact of extreme climate change and urban over-expansion. This has become an important factor restricting the sustainable social and economic development of the river basin. By discussing the factors of climate change and urban floods, we clarify the close relationship between urbanization and urban floods. On the basis of studying the layout of rivers, lakes, wetlands and green spaces and the flood control functions, the concept of urban ecological flood control is proposed. The research is of great significance for coordinating the human-water relationship in urban areas, solving the urban-specific flood problems and promoting the sustainable development of the river basin.
