荣誉权是公民应有的人身权之一,行政人员对于行政荣誉的追求也便是法定意义下公职人员本身权利的享有。而荣誉,特别是行政荣誉其本身包含着两个方面的满足,且二者的获取途径与最终效用亦有所不同。根据其不同的属性,可以将荣誉划分为激励性荣誉与补偿性荣誉。这两种性质的荣誉各有特征,并且在肯定人的价值方面发挥着既相互区别又相互补充的作用。
The right to honor is one of the personal rights that citizens should have. The pursuit of administrative honors by administrative personnel is also the enjoyment of the rights of public officials in the legal sense. And honor, especially the honor of administration itself contains two aspects of satisfaction, and the two access and final utility is also different. According to their different attributes, honor can be divided into incentive honor and compensatory honor. The honors of these two qualities each have their own characteristics and play a role that is both distinct and complementary in affirming their value.
