本文利用出口产品垂直专业化程度作为价值链构建的一个度量,检验东道国外商直接投资限制对其与中国双边价值链构建的影响,实证检验发现东道国外商直接投资限制水平的提高会明显降低中国对该经济体出口产品的垂直专业化水平,特别是对外国股权限制水平、对外国关键人员的限制措施、以及对外资企业运营的其他限制措施,这些限制措施水平的提高会明显降低中国对该经济体出口产品的垂直专业化水平。对此中国政府应与东道国政府加强协调与磋商,拓展相互投资领域,消除投资壁垒,协调东道国政府制定相关的法律法规,充分保障企业投资者的合法权益。
In this paper, we use the degree of vertical specialization of export products as a measure of value chain construction to test the impact of FDI restrictions in host countries on the construction of bilateral value chains in China. Empirical results show that the increase in the level of foreign direct investment in host countries will significantly reduce China’s impact on the The level of vertical specialization of the economy’s exports, in particular the level of restrictions on foreign ownership, restrictions on key foreign personnel and other restrictions on the operation of foreign-funded enterprises, the increase in these restrictions will significantly reduce China’s economic impact on the economy Vertical specialization of export products. To this end, the Chinese government should strengthen coordination and consultation with the host government, expand mutual investment, eliminate investment barriers, coordinate the development of relevant laws and regulations of the host government, and fully guarantee the legitimate rights and interests of corporate investors.
