通过新一轮城市总体规划对城市地下空间开发利用的研究 ,使我们看到 ,随着城市规模的扩大 ,城市用地日趋紧张 ,城市环境每况愈下 ,这与人们所希望达到的生活环境日趋矛盾。由于地下空间开发具有不可逆性 ,在没有“地下空间开发利用总体规划”情况下所进行的人防工程建设 ,无法与城市地下空间开发利用相协调 ,从而出现了与城市建设脱节和布局不合理等问题。这使我们对长春市地下空间开发利用时机的把握、开发利用方向和立法问题进行了进一步的探讨。
Through the new round of urban overall planning research on the development and utilization of urban underground space, we can see that with the expansion of urban scale, urban land use is becoming increasingly tense, and the urban environment is deteriorating, which is increasingly contradictory to the living environment that people hope to achieve. Because of the irreversibility of underground space development, the construction of air defense projects conducted without the “Overall Plan for the Development and Utilization of Underground Space” cannot be coordinated with the development and utilization of urban underground space, thus causing problems such as out of line with urban construction and unreasonable layout. . This enabled us to further explore the opportunities for the development and utilization of underground space in Changchun, the direction of development and utilization, and legislative issues.
