  People gather in Lhasa, Tibet Autonomous Region in southwest China, to celebrate Serfs’ Emancipation Day on March 28. The day marks the freeing of 1 million people, or 90 percent of the region’s population at that time, from the feudal serf system in 1959.
   Zero Hunger Plan
  China’s Ministry of Agriculture (MOA) and the UN World Food Programme(WFP) on March 28 jointly announced the launch of a strategic plan to address food security in China and other developing countries.
  The fi ve-year plan (2017-21), a collaboration among MOA, WFP and other partners, will help realize the goal of ending hunger, achieving food security and improved nutrition, and promoting sustainable agriculture, one of the 17 goals raised by the UN for its 2030 Agenda for Sustainable Development.
  With this plan, China and WFP hope to reduce stunting in Chinese children, provide smallholder farmers with better conditions and access to markets, as well as improve cooperation between China and other developing countries.
  More than 30 million Chinese were assisted by WFP projects from 1979 to 2005. China, for its part, lifted 700 million people out of poverty over the past 30 years and has vowed to eradicate poverty by 2020, making its experience in reducing hunger an example for countries seeking to replicate such success.
  In 2005, China stopped receiving food aid from WFP, becoming the world’s third largest food aid donor, following the United States and the EU.
   Fewer Fees
  Starting from April, 41 administrative charges will be canceled or halted across the country.
  The charges include service fees for environmental monitoring and certifi cation fees for drug regulation, according to a notice released by the Ministry of Finance and the National Development and Reform Commission on March 23.
  Administrative approvals to conduct businesses and access public services usually involve drawn-out and redundant procedures.
  To simplify them and reduce burdens on businesses and individuals, the government is redistributing authority or eliminating the requirements.
  Central government departments controlled 1,526 approval items in 2013. More than a third have since been canceled or delegated to lower agencies. Last year, China canceled the requirement on a further 165 items for review by State Council departments.
   Easier Job Access
  China has dropped the work experience requirement for foreign postgraduates, opening a fl oodgate of opportunities, especially to students pursuing higher education degrees in China.   According to a circular issued by the Ministry of Human Resources and Social Security, Ministry of Foreign Affairs, and Ministry of Education, foreign students with a postgraduate degree or higher from Chinese or well-known foreign universities can be offered employment within a year after graduation. Before this, two years of work experience were mandatory in most cases.
  Applicants should be healthy, have no criminal record, obtain a B grade average (or 80 out of a 100-point scale), and have a job offer related to their major with a salary no lower than the local average.
  Successful applicants will be given a one-year work permit, which can be extended up to fi ve at renewal.
  In the fi rst decade of this century, the number of foreigners working in China grew three times to 220,000, according to the Ministry of Public Security.
  Last year, 1,576 foreigners obtained permanent residence in China, rising 163 percent over the previous year. Foreigners with permanent residence enjoy the same rights as Chinese citizens in areas such as investment, housing purchases and schooling.
   Elderly Care Services
  Chinese civil affairs authorities have said private elderly care services will be encouraged with more favorable policies.
  Private senior care institutions now account for 40 percent of all elderly care agencies nationwide, with the fi gure exceeding 50 percent in many provinces, Meng Zhiqiang, a senior offi cial with the Ministry of Civil Affairs, said at a press conference in Beijing on March 28.
  In spite of government incentives for private senior care services, there are challenges due to red tape and many policies not fully implemented, Meng said.
  The off ciial said rules will continue to be eased for the private sector segment providing senior care and favorable policies will be rolled out in land supply, taxation and subsidies.
  By 2020, China’s senior population—those aged 60 and above—is expected to reach 255 million, up from 230 million in 2016, to account for 17.8 percent of the total population. The number of people aged 80 or older will reach 29 million.
   Investment in Science
  The National Natural Science Foundation of China (NSFC), an institution directly under the jurisdiction of the State Council, fi nanced 41,184 programs in 2016, allocating 22.71 billion yuan ($3.3 billion).
  Funded programs included research on gravitational waves, said Yang Wei, head of NSFC. The foundation also launched research projects into areas including cognitive robotics and piloted basic science programs on craton damage and the evolution of land.   NSFC will focus on areas such as brain science, new materials, advanced manufacturing, quantum communication, robots and information security.
  The foundation said it would encourage scientists to continue to push boundaries in research and development.
  According to Yang, NSFC punished 91 people for misconduct and revoked 33 programs in 2016.
  The fund will help to improve the research integrity system, ensure fairness and promote in- novation, he added.
   Xinjiang Students
  Over 20,000 students in Xinjiang Uygur Autonomous Region in northwest China, identifi ed as members of ethnic minorities, will be accepted for courses in inland schools and universities this year.
  A total of 9,880 students will go to inland high schools, 3,300 will attend inland vocational schools, and 8,600 will study at inland universities, according to the Xinjiang inland student program offi ce under the regional education department.
  Ethnic minority students have been awarded places at schools and universities in inland regions since 1989 in a program designed to offer gifted students better education and subsequently, greater opportunities.
  Statistics from the offi ce show that more than 60,000 high school graduates in Xinjiang have been admitted by inland universities while more than 90,000 students from Xinjiang have been taught at inland high schools so far. Most of these students return to work in Xinjiang after graduation.
   Flower Bower

   More Language Majors
  A top Chinese language university will add 11 language courses, mostly African and Oceanian, to boost talent support for China’s extending ties, a school offi cial said on March 29.
  Beijing Foreign Studies University (BFSU) will offer Kurdish, Maori, Tongan, Samoan, Comorian, Tswana, Ndebele, Creole, Shona, Tigrinya and Byelorussian courses to undergraduates from September.
  The languages are used in West Asia, Oceania, the Caribbean, Africa, and E astern Europe, regions sharing closer ties with China under the Silk Road Economic Belt and 21stCentury Maritime Silk Road (Belt and Road Initiative), a measure to bring investment, infrastructure and interconnectivity to the ancient trade routes.   On March 27, New Zealand, where Maori is an offi cial language, signed a memorandum of understanding with China on the Belt and Road Initiative.
  “There is a lack of Chinese who are profi cient in the local languages and cultures of some of the participating countries,” Guo Wei, an offi cial in BFSU’s publicity department, said.“The university is helping to equip more students with language skills and knowledge of regional affairs to meet the demand.”
  The university will set up more courses in languages used by countries along the Belt and Road route.
  BFSU has 84 language majors and plans to increase the number to more than 100 in 2020, covering all countries that have diplomatic relations with China.
   AIIB’s New Members
  Canada will join the Asian Infrastructure Investment Bank (AIIB), making it the fi rst North American country to join the organization.
  Canada is one of the 13 applicants approved by AIIB’s Board of Governors, bringing the bank’s total approved membership to 70.
  The approved applicants include fi ve regional economies—Afghanistan, Armenia, Fiji, China’s Hong Kong and Timor-Leste. There are also eight members from beyond the region, including Belgium, Canada, Ethiopia, Hungary, Ireland, Peru, Sudan and Venezuela.
  Furthermore, AIIB President Jin Liqun announced on March 25 that another 15 new members will soon join AIIB, which will bring the total number of members to nearly 90.
  Jin said at the Boao Forum for Asia Annual Conference in Hainan Province that the participation of new members from North and South America, Africa and Europe will bring positive changes to AIIB’s operations, implying that the bank will expand investment outside of Asia.
  “I am very proud that AIIB now has members from almost every continent, and we anticipate further applications being considered by our board of governors later this year,” Jin said.
   Draft Bike-Sharing Regulations
  The booming bike-sharing industry has led bicycle associations in China to produce a draft guideline to regulate the industry.
  Led by bicycle associations in Shanghai and Tianjin, the draft, issued on March 23, solicits advice from China’s major bicycle manufacturers and bike-sharing companies such as Mobike and ofo.
  It comprises standards on the production, operation and maintenance of shared bikes. The industry has witnessed a soaring number of complaints recently.   “There were only eight such complaints in Shanghai in the fi rst half of 2016, but the number rose to 176 in the second half. As of March this year, we have received more than 460 complaints,” said Ning Hai, Deputy Secretary General of the Shanghai Consumer Council.
  Random parking and high malfunction rates—though often caused by vandals—are at the top of the list.
  In response, the draft demands companies hire one maintenance staff member for every 200 bikes. More than 3 million shared bikes are on the streets of Chinese cities. This implies that at least 15,000 staff members should be hired to support the industry.
  The draft also specifi es a service life of three years for all shared bikes and requests companies providing bike-sharing services open a 24-hour hotline to handle customer complaints.
  The draft is awaiting public opinion and is expected to take effect in May.
   Glass Manufacture Upgrading

   Unicorns’ Boom After 2014
  China had $131 billion worth of private startups at the end of 2016, nearly double the fi gure a year before, said an offi cial with the Ministry of Science and Technology.
  Zhang Zhihong, Director of the ministry’s Torch High Technology Industry Development Center, used the term “unicorn” to refer to young, unlisted companies with a market value of over $1 billion, based on private funding sources.
  China’s unicorns are spread over 16 cities, but are mostly in Beijing, Shanghai, Shenzhen and Hangzhou. The majority are innovation-driven tech businesses, Zhang said.
  A report published by the center earlier this year said half of China’s unicorns are in Beijing’s Zhongguancun, home to three super unicorns worth over $10 billion: Xiaomi, Didi Chuxing and Meituan.
  One third of Zhongguancun’s unicorns were born after 2014. They focus on four domains—e-commerce, culture and entertainment, Internet fi nance, and transportation, according to the report. Zhongguancun is second only to Silicon Valley as the most concentrated area for tech unicorns in the world, the report said.
   Electric London Taxi Cabs
  Chinese automaker Geely has invested 300 million pounds($373.59 million) in a new factory to build electric versions of the famous black London taxi cabs.   The new R&D and manufacturing facility, run by the London Taxi Company (LTC), a subsidiary of Geely, held an offi cial opening ceremony on March 22 in England’s city of Coventry.
  The company also announced that the second vehicle to come off the line will be a dedicated and range extended electric light commercial van.
  This commercially competitive electric vehicle will help fl eet owners lower their running costs, improve air quality and support cities in tackling pollution in urban areas.
  The factory opening came ahead of legislation due to take effect from January next year which stipulates that all new London black cabs must be electric.
  British Business Secretary Greg Clark said, “The London Taxi Company’s impressive new factory and R&D facility showcase the innovation that makes the UK a world leader in the development of new automotive technologies.”
  LTC Chief Executive Chris Gubbey said the opening of the new plant, which would help create and safeguard 1,000 jobs, marked the“rebirth of the LTC.”
  Carl-Peter Forster, Chairman of LTC, said the new plant was “the fi rst dedicated electric vehicle factory in the UK and the fi rst major Chinese investment in UK automotive.”
   Picking Oranges
  City dwellers pick navel oranges at a countryside garden in Zigui County, Hubei Province, on March 26. As an effort to relieve poverty, agricultural tourism featuring orange picking has added 6,000 yuan ($871.46) per capita to the annual income of local farmers.
   Bridging The Gap
  The two sides of a new highway bridge over the Yellow River in Shandong Province are connected on March 26. Transport between Jinan and Dezhou cities will improve when the 2.2-km bridge is put into use in July.
   Growing Overseas Lending
  For the fi rst time, Bank of China’s(BOC) overseas corporate loan growth rate surpassed its domestic corporate loan growth rate in 2016, signaling a new stage of internationalization, according to senior executives of the bank.
  Huang Danggui, General Manager of BOC’s Corporate Banking Department, said at a media briefi ng on March 28 that overseas corporate loan growth benefi ted from a solid branch network and a sound client base in 51 countries and regions. A growing number of Chinese companies are investing in overseas markets for mergers and acquisitions, bringing a large amount of business opportunities to the bank.
  “We believe this trend will continue and the contribution of overseas business to our bank’s overall business will keep increasing step by step,” Huang said.   According to statistics from the bank, during the last three years, the size of its overseas assets and loans both increased by nearly 50 percent. The contribution of its overseas loans to total loans rose from 19 to 23 percent.
   Huawei Trains ICT Talents
  Chinese technology firm Huawei on March 27 launched its ICT (information and communications technology) training program for students in seven of Indonesia’s top-notch universities, aimed at boosting the competitiveness of Indonesian ICT talents.
  The launching of the program, called SmartGen, was witnessed by Chinese Ambassador to Indonesia Xie Feng.
  “Through the SmartGen program, young generations can have access to the latest ICT technology, be the strong force to develop the Indonesian economy and increase the nation’s competitiveness in the future,” Huawei Indonesia CEO Liu Haosheng said.
  The program would allow some Indonesian students to undertake vocational training in Beijing and at Huawei’s headquarters in Shenzhen, south China’s Guangdong Province.
  Huawei has had more than 16 years of operation in Indonesia, extensively taking part in Indonesia’s ICT development by establishing a joint innovation center and training laboratories in collaboration with the nation’s Ministry of Communication and Informatics and national campuses, Liu added.
  Xie said Chinese enterprises have now become more integrated into local society and promote mutual learning, win-win cooperation and common development.
  Indonesian Minister of Communication and Informatics Rudiantara said 2,000 students will hone their ICT skills.
