区域公共服务是服务型政府建设的重要内容之一。区域公共服务的建设既是应对外部环境挑战的需要,又是政府发展的主动诉求。我国区域公共服务建设已取得了较大的进展,同时也存在制约进一步发展的瓶颈,其中,政府部门主义是影响区域公共服务进一步发展的重要制度性因素。治理区域公共服务中的政府部门主义问题需要树立整体政府和公共行政的理念,进一步优化政府职能结构,创新区域公共服务的“竞争—合作”机制和“激励—约束”机制。
Regional public service is an important part of service-oriented government. The construction of regional public service not only meets the challenge of external environment, but also is the initiative of government development. China has made great progress in the construction of public services in the region and also has bottlenecks restricting its further development. Government departmentalism is an important institutional factor that affects the further development of public services in the region. To govern the issue of government departmentalism in regional public services, we need to establish the concept of overall government and public administration, and further optimize the structure of government functions and innovate the mechanisms of “competition-cooperation” and “incentives-constraints” of regional public services.
