宝鸡市冯家山水库是综合利用的大型骨干水利工程.对陕西社会经济发展和保障人民生命财产安全具有重要作用.由于水库投运24年,大坝安全观测设备陈旧、监测手段落后、技术资料搜集费工费时,很难准确掌握坝体浸润线、绕坝渗流等数据变化状态,给水库工程分析、补措难免带来负面影响.为改变这一状况,在水利部、陕西省水利厅的重视支持下,1995年12月将该库列入与加方政府合作的中国大坝安全与监测管理工程全国十大库的首家单位之一.经过中加两国有关方面多次谈判协商,加方技术专家亲赴该库考察论证,由中方奉陪200余万元人民币,加方SM公司提供100多万元人民币的先进仪器设备,于1997年10月5日优先在冯家山水库实施大坝安全监测自动化示范工程.
Baojian City Fengjiashan Reservoir is a comprehensive utilization of large-scale backbone water conservancy project on Shaanxi’s social and economic development and the protection of people’s lives and property plays an important role.As the reservoir put into operation for 24 years, the dam safety observation equipment obsolete, monitoring tools behind the collection of technical information It is difficult to accurately grasp the changes of the data such as the saturation line around the dam, seepage around the dam and so on, and it will inevitably bring adverse effects to the reservoir engineering analysis and supplementation. To change this situation, emphasis has been put on the Ministry of Water Resources and Shaanxi Provincial Department of Water Resources , The library was included as one of the first units in China’s top ten reservoirs of dam safety and monitoring and management projects in cooperation with the Canadian government in December 1995. After several negotiations and consultations between the parties concerned in Canada and Canada, Fang technical experts went to the library inspection demonstration by the Chinese side to accompany more than 200 million yuan, Canadian company SM to provide more than 100 million yuan of advanced equipment, on October 5, 1997 priority in Fengjiashan Reservoir Dam Safety Monitoring Automation Demonstration Project.
