近些年来,国际航运业迅速发展,由此导致的温室气体排放量也逐年上升,人们日益关注这个行业对环境带来的影响。国际民航组织(ICAO)一直提倡采用市场化措施来解决国际民航业的相关问题。利用税收和费用来解决一些问题已有几十年的经验,而最近10年,各国政府和多家航空公司尝试采用排放交易体系和多种排放抵消方案来处理这个问题,希望有助于降低这个行业对气候带来的影响。在本文中,笔者将简单分析这几种不同的方案以及涉及的相关问题。
In recent years, the rapid development of international shipping industry, resulting in greenhouse gas emissions have also increased year by year, people are increasingly concerned about the industry’s environmental impact. International Civil Aviation Organization (ICAO) has been advocating the adoption of market-based measures to solve the problems related to international civil aviation. Decades of experience have been spent on taxes and fees to solve some of the problems, and in the last 10 years, governments and airline companies have been trying to tackle this issue with emission trading schemes and multiple emission-offset schemes, hoping to help reduce this The impact of the industry on the climate. In this article, I will briefly analyze these different programs and the related issues involved.
