浙江省海盐县方圆机电实业公司是由原海盐机械厂、海盐管件厂两个国有企业合并组建而成。公司现有职工600人,固定资产原值874万元,主要生产木工机械、造纸机械、卡套件、油压千斤顶。1993年实现不变价产值5654万元,产品销售收入4176万元,利税370万元。公司组建后,公司领导决定实行分厂制管理:行政部门只设制造部、管理部、财务部和研究所;对供销部门分设营销公司和物资供应公司;各车间调整组建为八个分厂,除两个分厂分别被外单位承包、租赁经营外,其余六个分厂全部实行风险抵押承包。公司规定各分厂有相当的人、财、物支配权,有一定的费用自主开支权和原辅材料自行采购
Haiyan County Fangyuan Electromechanical Industrial Co., Ltd. is a combination of two state-owned enterprises, the former Haiyan Machinery Factory and the Haiyan Pipe Fittings Factory. The company’s existing staff of 600 people, the original value of 8.74 million yuan in fixed assets, the main production of woodworking machinery, paper machinery, card kits, hydraulic jacks. In 1993, the company achieved a fixed output value of 56.54 million yuan, a product sales income of 41.76 million yuan, and a profit tax of 3.7 million yuan. After the establishment of the company, the company’s leadership decided to implement the branch management system: the administrative department set up only the manufacturing department, the management department, the finance department, and the research institute; the marketing and supply companies were divided for the supply and sales department; the workshops were adjusted to eight branch factories. Except for the two sub-factories that were contracted and leased by the foreign units, the remaining six sub-plants were all subject to risk mortgage contracting. The company stipulates that each branch has a considerable number of people, financial and material rights to control, has a certain amount of expense, independent spending power, and raw materials purchased by itself.
