质量和公平问题是教育变革时期各国普遍关注的问题,教育公平意味着要从同一的教育到有差异的教育,要努力追求有质量的教育公平。同时,教育质量也不等于有多少学生能够升学,衡量教育质量的因素主要是看它是否公平地促进了学生的全面发展和个性发展,全面发展彰显学生发展的广度,而个性发展彰显学生发展的深度。公平教育理念下学校质量提升,必须首先要进行“教育公平”的校本解读,然后在此基础上再对师资建设、课程设置、文化建设做出创新。
