南水北调中线干线工程是21世纪之初国家重点出资建设的特大型跨地区、跨流域调水工程,线路全长1432 km,一期调水规模为95亿m3/年,计划工期11年,总投资超过1500亿元,具有战线长、工期长、投资大、建设管理体制复杂、管理环节多、参建单位多等特点。在中线干线工程建设过程中,各类工程的计划统计、合同管理、投资控制数据繁多,管理复杂,计划合同管理与投资控制任务十分繁重。通过引入和应用计算机管理信息系统这一高效的辅助工具,显著提高了中线干线工程业主单位计划合同管理和投资控制的工作效率和工作质量,大幅降低了管理成本。
The central route of the South-to-North Water Diversion Project is a large-scale trans-regional and inter-basin water transfer project funded by the state at the beginning of the 21st century. The total length of the route is 1432 km. The first-phase water transfer scale is 9.5 billion m3 / year and the planned duration is 11 years. More than 150 billion yuan, with long front, long construction period, large investment, construction and management system is complex, more management links, more units and other characteristics. During the construction of the midline mainline project, the planning and statistics, contract management and investment control data of various projects are numerous, the management is complex, and the tasks of planning contract management and investment control are very heavy. By introducing and applying computerized management information system, an efficient auxiliary tool, the efficiency and quality of planned contract management and investment control of central mainline project owners were significantly improved, and the management cost was greatly reduced.
