文章以绩效为分析单元,在反思传统公共项目绩效管理模式的公共性、委托代理及契约不完全性的基础上,认为治疗公共项目绩效管理“顽症”的根源就在于没有解决好绩效管理的工具性特征与公共项目所体现的公共价值间的矛盾与冲突,因此,文章构建了以公共价值为基础的公共项目绩效治理模型,试图解决这种矛盾与冲突,并期待本研究能为以后的公共项目绩效管理改革起到抛砖引玉的作用。
Based on the performance analysis, this paper, on the basis of reviewing the publicity, agency and contract incompleteness of the traditional public project performance management model, believes that the root cause of the treatment of public project performance management “stubbornness ” lies in the failure to solve the performance management Therefore, this paper builds a public project performance management model based on public value to try to solve this contradiction and conflict, and looks forward to the future of this study for the future Public project performance management reform play a valuable role.
