在煤矿安全生产中,常因“三违”导致重大事故的发生,给职工生命安全和企业带来不可弥补的损失,教训十分惨痛。“三违”现象成为导致事故的根源,是安全生产的大敌,“三违”不除,矿无宁日。因此,煤矿企业都纷纷出台各种措施,研究制定种种方案,向“三违”宣战。处罚不可谓不重,处理不可谓不严,可“三违”现象,虽天天三令五申,却屡禁难止,成为制约安全生产的一大顽疾。原因何在?“三违”现象越来越成为一个值得研究的课题,且随着企业改革发展的深入和国内外形势的发展要求,解决这个问题显得尤为重要迫切。
In mine safety production, often because of “three violations” lead to the occurrence of major accidents, life safety of workers and businesses irreparable damage, the lesson is very painful. The “three offenses” phenomenon has become the root cause of the accident and the enemy of safe production. The “three violations” are not eliminated but mine days are not prosperous. Therefore, various coal mining enterprises have introduced various measures to study and draw up various proposals to declare war on “three violations.” Punishment can not be without heavy, the treatment can not be lax, can “three violations” phenomenon, though every day and every application, but repeatedly forbidden to become a major obstacle to control safety in production. What is the reason? The phenomenon of “three violations” is increasingly becoming a topic worthy of study. With the deepening of the reform and development of enterprises as well as the requirements for the development of the situation at home and abroad, it is particularly important and urgent to solve this problem.
