政府通过低碳行政监管从外部对市场进行直接的、微观的行政干预,是为了弥补其他调控模式的缺陷,使低碳行政监管与之构成更具效率的低碳调控体系。立法控制需要低碳监管弥补其所具有的相对滞后性;司法诉讼需要低碳监管弥补其所具有的相对被动性;低碳经济的国有化需要低碳监管调和其低竞争性;自律监管需要低碳行政监管引导其作用方向和巩固其效能。
