回顾了退耕还林工程建设10年进程、主要政策及法规精神,总结了工程10年的成效与经验,论述了做好新时期退耕还林工程的重大意义,部署了当前和今后一个时期退耕还林工程的相关工作。到2008年底退耕还林工程中央已投入达1918亿元,到2021将达4337亿元。退耕还林工程在改善生态环境、调整农村产业结构、促进农民增产增收、促进社会转型、提升中国政府形象等方面影响深远。统筹兼顾、注重民生、直补到户、个体承包、责任到省、强化管理是退耕还林工程取得成功的重要经验。做好新时期退耕还林工作是我国推进生态文明建设、增加森林碳汇、拉动内需、维护社会稳定的重大举措。推进和巩固新时期退耕还林工程要做好加强组织领导、巩固现有成果、切实落实政策、提高工程质量、保护合法权益、提升管理水平等工作。
Reviewed the 10-year process, major policies and regulations of the project of converting farmland into forestry, summed up the achievements and experiences of 10 years of the project, discussed the great significance of returning farmland to forest in the new period, Forest Engineering related work. By the end of 2008, the Central Government of the project of converting farmland into forests has invested 191.8 billion yuan and will reach 433.7 billion yuan in 2021. The Project of Conversion of Cropland to Forest Project has a far-reaching impact on improving the ecological environment, adjusting the industrial structure in rural areas, increasing peasants’ production and income, promoting social transformation, and enhancing the image of the Chinese government. Taking all factors into consideration, focusing on people’s livelihood, compensating households at each level, contracting individuals, ensuring responsibility to the province and strengthening management are important experiences in the success of the conversion of farmlands to forests. Doing a good job in returning farmland to forestry in the new period is a major measure taken by China to promote ecological civilization construction, increase forest carbon sinks, boost domestic demand and maintain social stability. To promote and consolidate the project of returning the grain plots to forestry in the new period should do a good job in strengthening organizational leadership, consolidating existing achievements, earnestly implementing policies, improving the quality of projects, protecting lawful rights and interests, and improving the management level.
