2006年3月,随着国家《中华人民共和国国民经济和社会发展“十一五”纲要》的颁布,在战略上提出了“建设滨海新区”的构想,并已经开始实施。此次“建设滨海新区”,对于我国工程机械行业来说,既不同于以往的珠江三角洲和长江三角洲的战略构想,也不同于在此之前的“西部大开发”以及“振兴东北老工业基地”的战略建设,因为无论珠江三角洲、长江三角洲,还是开发西部以及东北老工业基地,在我国工程机械行业的战略布局上,都无法与滨海新区相比。建设滨海新区,给我国工程机械行业带来的机遇与挑战,不仅仅能够影响其在基础建设中发挥的作用,而且能够打破目前我国工程机械行业的分布,最终改变其战略格局。在上篇中,我们看到了发展滨海新区的历史渊源,以及巨大的机遇,而在下篇中,我们将来看看发展滨海新区,对于工程机械行业,对于装备制造业会带来怎样的挑战。
In March 2006, with the promulgation of the Outline of the 11th Five-year Plan for National Economic and Social Development of the People’s Republic of China, the concept of “building a new Binhai New Area” was put forward strategically and has been put into operation. This “construction of Binhai New Area” is not only different from the previous strategic ideas of the Pearl River Delta and the Yangtze River Delta but also different from the previous “Western Development” and “rejuvenation of the northeast old industrial base” for China’s construction machinery industry. Because neither the Pearl River Delta nor the Yangtze River Delta, nor the development of the old industrial base in the west or the northeast, can be compared with the Binhai New Area in the strategic layout of China’s construction machinery industry. The construction of Binhai New Area brings opportunities and challenges to China’s construction machinery industry, which not only can affect its role in infrastructure construction, but also can break the current distribution of China’s construction machinery industry and eventually change its strategic pattern. In the first part, we see the history of the development of Binhai New Area, as well as tremendous opportunities, and in the next article, we will look at the future development of Binhai New Area, the construction machinery industry, equipment manufacturing industry will bring what kind of challenge.
