从政企分开到推进货运组织改革,中国铁路在市场竞争愈发激烈的外部压力和破解发展瓶颈的自身需求合力推动下,开启了从管理架构、运营方式、产权结构三方面的全面革新与发展之路。伴随改革,铁路服务品质的快速提升,客货运服务更注重细节,诸如开放交流电插座,电话联系发货等等一项项服务旅客货主的措施都付诸实践。这些来自外部的市场竞争压力和自身发展的瓶颈对铁路改革与货运组织改革创新形成一种“倒逼机制”。
