新型农村合作医疗制度是国家不断努力解决三农问题、构建和谐社会背景下出台的一项重大惠农政策。新型农村合作医疗得到了广大农民的拥护和欢迎,但试点运行也存在一些亟待解决的问题,农民就医难、因病返贫的情况仍然存在。希望通过对吉林、黑龙江、天津、陕西等省市新型农村合作医疗试点运行情况的调查,以便我们对“以大病统筹为主的新型农村合作医疗制度”的构建问题作一些了解。党中央、国务院多次要求,让人民群众喝上干净的水。保障人民饮水安全,已成为迫在眉睫的问题。长期以来,由于产业结构不合理,经济增长方式粗放,缺乏对水的生态系统管理,公众和企业环境意识不强,严重的环境污染和生态破坏使生产生活、经济建设面临严重的水危机。多年来,我国为改善水环境、保障人民饮水安全付出了极大努力,部分流域水环境状况有所改善,一些地区饮水困难的状况得到缓解。但全国饮水安全形势依然严峻,而3亿多农村人口饮水不安全,更是令人揪心的事实。相信通过各级政府和有关部门的不懈努力, 广大人民群众将会喝上“放心水”。为此,本刊特别综合报道新型农村合作医疗试点运行情况和农村饮用水安全问题,以飨广大读者朋友。
The new rural cooperative medical system is a major benefit-agriculture policy promulgated by the state in its continuous efforts to solve the problems concerning agriculture, farmer-rural areas and building a harmonious society. The new type of rural cooperative medical care has been endorsed and welcomed by a large number of peasants. However, there are still some urgent problems to be solved in the pilot operation. Peasants are still in difficulty in seeking medical service and remain in poverty due to illness. We hope that through the investigation on the pilot operation of new rural cooperative medical system in Jilin, Heilongjiang, Tianjin and Shaanxi provinces, we hope that we can make some understanding about the construction of “new rural cooperative medical system based on the overall plan of serious illness”. The Central Party Committee and the State Council repeatedly requested that people should drink clean water. Safeguarding people’s drinking water has become an urgent issue. For a long time, due to the irrational industrial structure, the extensive economic growth mode, the lack of ecosystem management of water, the weak public and enterprise environmental awareness, serious environmental pollution and ecological damage, production and living and economic construction are facing a serious water crisis. Over the years, China has made great efforts to improve the water environment and ensure people’s drinking water safety. The water and environmental conditions in some river basins have improved, and the difficulties in drinking water have been eased in some areas. However, the situation of drinking water security in the country remains grim. It is even more disturbing that more than 300 million rural residents are unsafe to drink water. I believe that through the unremitting efforts of all levels of government and relevant departments, the broad masses of the people will drink “safe water.” To this end, the magazine in particular comprehensive coverage of the new rural cooperative medical pilot operation and drinking water safety issues in rural areas, in order to 飨 majority of readers and friends.
