农村经济体制改革的深入,使富裕起来的农民的思想观念发生了深刻变化,民主意识不断增强。在这种形势下,如何正确引导农民关心和参与国家与集体事务,发挥村民委员会自治组织的作用,已成为农村政治体制改革的重要课题。铁法市孤山子镇从1988年4月开始在村一级实行“双议事会”制度,为农民参政议政找到了行之有效的途径。
In-depth reform of the rural economic system has profoundly changed the ideology and ideas of well-to-do peasants and their democratic awareness has been continuously enhanced. Under such circumstances, how to correctly guide peasants to care for and participate in state and collective affairs and bring into play the role of the autonomy organization of village committees has become an important issue in the political system reform in rural areas. From 1988 onwards, Gushanzi Town, Tieshang City, implemented the system of “dual councils” at the village level to find effective ways for farmers to participate in the deliberation and administration of state affairs.
