“八五”期间正值改革开放、经济体制由计划经济向社会主义市场经济转轨的关键时期。在市场经济的推动下,科学技术和法制建设在经济发展中的作用得到了体现,标准化工作日益为人们所重视。另外,在这期间核工业等军工部门正逢军转民的战略转移和面临第二次创业的艰巨任务。核工业各院所、厂矿企事业单位不再仅仅从事单一的专业任务,而是多种经营、广泛开拓。这种情况即为标准化工作提供了机遇,又给标准化工作增加了困难。“八五”期间核工业标准化工作正是在这种形势下确定其方针和进行规划的。具体的指导思想确定为: ·加强国家军用标准制定工作,充实国防核科技工业军用标准体系,提高标准质量与水平,保证武器装备的质量,保证核安全,适应国防建设和装备发展的需要。 ·为适应军民结合型核事业的发展,继续开展核能应用领域的标准化工作,以核电、核材料为重点并开拓其他专业的标准化工作。 ·加强标准化科研工作,加强标准的贯彻实施工作,在标准“清理整顿”和贯彻实施情况调查的基础上,突出重点,优化标准体系结构,提高标准的编制质量。
During the “Eighth Five-Year Plan” period coincided with the crucial period of reform and opening up and the transition of the economic structure from a planned economy to a socialist market economy. Under the promotion of a market economy, the role of science and technology and legal system building in the economic development has been reflected. Standardization work is increasingly valued by people. In addition, during this period, the military sector such as the nuclear industry was facing the strategic shift of the military to the people and the arduous task of facing a second start-up. The institutes and factories and mines in the nuclear industry are no longer engaged in a single professional task, but are diversified and extensively exploited. This situation provides opportunities for standardization work and adds difficulties to standardization work. It is in this situation that the standardization of the nuclear industry during the “Eighth Five-Year Plan” period was to determine its guidelines and make plans. The specific guiding ideology is set as follows: Strengthening the formulation of national military standards, enriching the military standard system for national defense, nuclear science and technology, raising the standard quality and standards, ensuring the quality of weapons and equipment, ensuring nuclear safety and meeting the needs of national defense construction and equipment development. In order to adapt to the development of the military-civilian combined nuclear industry, we should continue to standardize nuclear energy applications, focus on nuclear power and nuclear materials, and open up the standardization work for other professions. · Strengthen the standardization of scientific research and strengthen the implementation of standards. Based on the investigation of the standard “rectification and rectification” and the implementation of the standards, we should give prominence to the key points, optimize the standard system structure and improve the quality of standard compilation.
