“国以人治,政以才兴”。人才乃强国之本,固国之基。党的十八大报告明确提出:“加快人才发展体制机制改革和政策创新,形成激发人才创造活力、具有国际竞争力的人才制度优势,开创人人皆可成才、人人尽展其才的生动局面。”当前,宁夏水利正处在建设发展的关键时期。基层水管单位位于水利战线最前哨,其职工队伍建设及人才培养开发工作凸显特殊性、重要性、艰巨性。现结合宁夏唐徕渠管理处实际,就基层水利职工队伍建设和人才培养工作提出如下一些看法和建议:一、人员现状宁夏唐徕渠管理处成立于1970年,是自治区水利厅直属自收自支事业单位,管理渠道314公里,农业灌溉面积120万亩,占宁夏引黄灌区总面积的1/4。管理处党、政、工、团组织健全,
