基于多目标规划的高速铁路建设项目投资风险分担研究

我国高速铁路建设项目频现停工、延期完工、上客率低等投资风险,对这些投资风险进行有效管理、控制,以实现我国高速铁路健康、快速的发展显得尤为重要。风险分担是风险管理的核心环节,只有风险合理的分担才能有效地对其进行控制和管理,所以对高速铁路建设项目投资风险分担进行分析是风险管理的起点。运用多目标规划构建高速铁路建设项目投资风险分担模型,采用逐步法对该模型进行求解,以期得到最优风险分配解,为高速铁路建设项目风险分担提供参考。 It is particularly important for China’s high-speed railway construction projects to frequently stop work, postpone the completion of construction and get off the low investment risk, and to effectively manage and control these investment risks in order to achieve the healthy and rapid development of China’s high-speed railway. Risk sharing is the core of risk management. Only when risk is reasonable, can it be controlled and managed effectively. Therefore, the analysis of investment risk sharing in high-speed railway construction projects is the starting point of risk management. The multi-objective programming is used to construct the investment risk sharing model of high-speed railway construction project. The step-by-step method is used to solve the model in order to obtain the optimal risk allocation solution and provide a reference for the risk sharing of high-speed railway construction projects.
