近读刘功荣、张昌荣两同志合作的《定稿可以不归档》(载于《湖北档案》1993年第4期,以下简称“刘文”)一文,颇受启发。定稿是否应该归档,这是一个很重要的问题,值得深入认真地探讨.刘文所持观点“倘若定稿不归档,就可以节约大量的人力和财力,同时也可以避免档案的虚假.精化馆室藏”,笔者认为未免失之偏颇。不能据此简单地作出“定稿可以不归档”的结论. 要透彻地讨论这一问题,我们不妨先探讨一下文书自形成至归档的生命历程。
