建设内陆国际物流枢纽是“一带一路”和长江经济带国家战略在重庆实现无缝连接的重要支点,而长江黄金水道的通过能力是其中的重要一环。针对目前存在的长江三峡船闸瓶颈制约问题,全国人大代表、重庆两江新区管委会常务副主任汤宗伟在两会提案中建议,要加快启动建设三峡过闸新通道,推进长江沿线港口建设合作,建设三峡枢纽综合运输体系。汤宗伟分析认为,目前重庆建设长江上游航运中心和内陆国际物流枢纽,主要存在长江三峡运输效率和服务
