管粮郎中为明代中后期户部所遣,主要任职于九边地区,是经理边军粮饷的理财官员.其创设于明英宗天顺元年,后遂为定制,并陆续增设于粮饷收支繁难的九边各镇.在其建置沿革过程中,明廷一直遵循着地当冲要、繁简适度的原则；对管粮郎中的简选也本着同具才望、通正廉明的要求,实行三年一代的定制,以功过定赏罚.
