区域创新体系是一个由参与技术创新的企业、大学和研究机构组成,有市场中介服务组织广泛介入和政府适当参与的创新网络系统。我国社会转型期的制度背景决定了区域创新体系中政府职能的特殊性。区域创新体系中政府职能的发挥有其理论基础和现实需求,且可从宏观和微观两方面予以界定。完善区域创新体系中的政府职能应从组织网络与制度网络建设两方面入手,从而促进区域创新。
The regional innovation system is composed of enterprises, universities and research institutes involved in technological innovation. It has an innovative network system with extensive involvement of market intermediary service organizations and appropriate government participation. The institutional background of China’s social transition determines the peculiarities of the government’s functions in the regional innovation system. The function of the government in the regional innovation system has its theoretical basis and realistic needs, and it can be defined macroscopically and microscopically. Perfecting the government functions in the regional innovation system should start from two aspects: the organization network and the system network construction, so as to promote the regional innovation.
