建设和谐社区,是构建和谐社会的基础工程,也是新时期民政工作的重要任务。最近,李学举部长就建设和谐社区工作作出重要批示:“建设和谐社区,民政部已提出,并召开会议进行了部署,又正在起草建设和谐社区纲要,现需要的是总结推广典型,将一些典型叫响,以影响社会,形成舆论氛围。”日前,民政部又发出通知,在全国开展“和谐社区建设示范单位”创建活动,通过创建示范单位活动,进一步推进和谐社区建设。为落实李学举部长的指示精神,为“和谐社区建设示范单位”创建活动提供更好的舆论支持,本刊新辟“和谐社区建设”专版,每期将用10个版面,突出宣传各地建设和谐社区中具有先进性、导向性的典型经验,集中展示创建“和谐社区建设示范单位”的突出业绩。在“和谐社区建设”专版的首期,我们聚焦青岛市和谐社区建设的典型经验。青岛市建设和谐社区的实践早、成效好,政府推进力度大,工作创新意识强。其主要经验和做法具有较高的典型性和导向性,尤其是关于城区和城郊和谐社区建设的经验,以及农村社区建设的基本思路和对策措施,对各地具有较强的借鉴意义。
