我国每次进行宪法修改前后,都会引发宪法修改对于宪法根本法地位、宪法权威是否侵犯的争论。宪法的修改有全面修改、局部修改、有形修改和无形修改等多种形式,各种宪法的修改形式都因为各自的不同要求和不同的方式对宪法的权威有着不同的影响。对于这一问题我们不能一概而论,应从不同的角度来分析。宪法序言规定宪法是“国家的根本法,具有最高的法律效力。全国各族人民、一切国家机关和武装力量、各政党和各社会团体、各企业事业组织都必须以宪法为根本的活动准则,并且负有维护宪法尊严,保证宪法实施的职责。”
